A U.S. court recently upheld the validity of Qualcomm’s licensing practices, deeming them legitimate. Following this decision—and Arm’s withdrawal of its earlier lawsuit accusing Qualcomm of improper use of instruction set licenses—Qualcomm has submitted formal complaints to the European Commission, the U.S. Federal Trade Commission, and the Korea Fair Trade Commission, alleging that Arm is engaging in monopolistic conduct by leveraging its dominant market position.
According to a report by Bloomberg, Qualcomm accuses Arm of abruptly restricting access to key technologies after more than two decades of open-source licensing. The complaint asserts that Arm aims to boost profits from its own chip development business by denying access to critical technologies covered under previous agreements, altering licensing terms to constrain product development, and using its instruction set architecture to suppress downstream competitors—thereby cementing a monopolistic stronghold.
Qualcomm further contends that Arm fostered widespread industry reliance on its technology through open licensing, only to later impose restrictive terms that compel more companies to pay for instruction set licenses. This shift, Qualcomm argues, distorts fair market dynamics and stifles innovation.
Qualcomm has declined to comment on Bloomberg’s reporting. Likewise, the European Commission, the U.S. FTC, and South Korea’s competition authority have yet to issue public statements regarding the filings.
Arm, for its part, has also refrained from responding to the latest allegations. However, following its recent legal setback, the company has vowed to appeal and has characterized Qualcomm’s actions as attempts to protect its own commercial interests.
