Microsoft is testing a new cloud rebuild feature in Windows 11 Insider Preview builds. The feature addresses situations where a system failure leaves users with no recovery path. When connected to the internet, it contacts the cloud through the Windows Recovery Environment (WinRE). It downloads the OS image and drivers directly. It then performs a clean installation. In emergencies, users can restore a device this way without any external media. However, the process erases all existing data.
How Cloud Rebuild Differs from Reset This PC
Microsoft already offers a cloud download option inside the Reset This PC function within WinRE. However, that option works best when Windows 11 can still boot. It rebuilds the system image and retrieves drivers from local storage. When a system has completely collapsed, the cloud download inside Reset This PC may still fail.
The new cloud rebuild feature is different. It relies entirely on WinRE. This makes it similar to a resilient recovery firmware. As long as the device can enter WinRE, it can reach the internet and download the image and drivers.
Users need no USB drive, no healthy OS instance, and no pre-downloaded ISO. Even in the most extreme failure scenarios, cloud rebuild can restore a device to a working state.

Cloud Rebuild Will Erase Your Data
Cloud rebuild overwrites the system drive. As a result, the user’s original data is lost. Technically, the data is not destroyed immediately. However, recovering it is inconvenient.
Users with important files may need to remove the storage device and read it on another PC. If Windows 11 device encryption was active, they will also need to enter their Microsoft BitLocker recovery key.
Microsoft states that a warning prompt appears before the rebuild begins. Users must explicitly acknowledge that their data will be lost. This also serves as a reminder of why regular backups matter. In an emergency, a current backup allows data recovery. Without one, the losses can be significant.
How to Use the Cloud Rebuild Feature
To use cloud rebuild, boot into the WinRE recovery environment. From there, navigate to Troubleshoot → Recovery and Uninstall → Cloud Rebuild. A network connection is required. A wired Ethernet connection is recommended, but Wi-Fi also works.
The feature then checks the OS edition, version number, and language for user confirmation. After the user confirms that data will be lost, the reinstallation begins.
How to Enter WinRE When Windows Won’t Boot
If the system cannot boot normally into Windows or WinRE, there is a fallback method. Force shut down the device by holding the power button. Turn it back on. Force shut it down again. On the third startup, Windows will automatically enter the recovery environment.
