The artificial intelligence company OpenAI recently announced a partnership with G42, a technology giant headquartered in Abu Dhabi. This collaboration aims to establish a vast AI infrastructure, and as part of the agreement, all residents and citizens of the United Arab Emirates can now access a complimentary ChatGPT Plus subscription, which typically costs $20 per month.
For OpenAI, offering free ChatGPT Plus access to all users in the UAE could entail substantial financial backing. However, the subscription’s market price does not necessarily reflect its production cost. With OpenAI investing in local data center infrastructure within the UAE, the actual cost of delivering the service may not be prohibitively high and likely remains well within the company’s financial capacity.
According to reports, the initiative is already underway—residents in the UAE can now enjoy free access to ChatGPT Plus. However, specific details regarding activation procedures and identity verification have yet to be formally disclosed.
The collaboration between the UAE and OpenAI to grant free ChatGPT Plus access to all residents and citizens is a key component of the “OpenAI for Nations” initiative. At the heart of this initiative lies Project Stargate, a visionary enterprise developed in partnership with Oracle, NVIDIA, SoftBank, Cisco, G42, and others, with the goal of building hyperscale AI infrastructure.
G42 will also match OpenAI’s future investments in U.S.-based data centers, forming a transcontinental AI alliance valued in the tens of billions of dollars. Under the terms of a U.S.–UAE agreement, a 5,000-megawatt AI campus will be constructed in Abu Dhabi, poised to become the United States’ largest artificial intelligence infrastructure facility outside its national borders.
However, this ambitious plan has drawn criticism from some U.S. lawmakers, who argue that such investments and data center developments should be prioritized domestically rather than directed overseas. OpenAI CEO Sam Altman dismissed these concerns as shortsighted, asserting that realizing the full potential of artificial intelligence demands a truly global scale.
