
Running Windows 11 on an iPad via a virtual machine has long been a formidable challenge, primarily due to Apple’s restrictions on iPadOS, which prohibit the execution of a full Just-In-Time (JIT) compilation engine. As a result, even if users manage to install an operating system using tools like UTM, performance remains frustratingly sluggish.
As an alternative, UTM offers an open-source full version that includes JIT support. Should users choose to jailbreak their iPadOS device, they can install this complete version of UTM, thereby enabling a significantly smoother virtual machine experience—particularly when running resource-intensive systems like Windows 11.
It is now possible to install and run a Windows 11 virtual machine on the iPad, albeit under specific conditions: the user must be located within the European Union.
The good news is that the full-featured version of UTM is now operational on iPad devices. NTDEV, the developer behind the lightweight Windows variant Tiny 11, recently released a demonstration video showcasing the OS running on an M2-powered iPad Air. Tiny 11, a streamlined adaptation of Windows 11, is designed to enhance performance by stripping away redundant components.
However, the downside is that, for now, this experience is restricted to the EU market. Thanks to the provisions of the EU Digital Markets Act, users can access alternative app stores that host applications otherwise banned from Apple’s official App Store—including the JIT-enabled version of UTM.
With the aid of the JIT engine, UTM is capable of translating Windows NT instructions into ARM-compatible code, enabling the emulation of Windows 11 on iPad devices. NTDEV also extended gratitude to StikDebug, a companion app available on the alternative store AltStore, which facilitates background compilation.
Though Windows 11 on iPad still suffers from occasional stutters, the experience is vastly improved over previous attempts lacking JIT support. As NTDEV continues refining the process, the dream of running Windows 11 smoothly on an iPad may soon become a reality.
