After the release of OpenAI’s GPT-OSS open-source series, Elon Musk declared that he would also open-source the xAI Grok 2 series—fulfilling a promise he had made months earlier.
Musk had previously stated that xAI would gradually open-source older Grok models following the launch of each new generation. In reality, however, only Grok 1 was released under open-source terms, while Grok 2 remained closed even after the debut of Grok 3. Now, with Grok 4 already available for some time, the Grok 2 models have finally been open-sourced.
At present, the Grok 2.5 series has been released on HuggingFace under the name Grok-2. Musk described Grok 2.5 as xAI’s best model of 2024, adding that preparations are already underway to open-source Grok 3, which is expected to be released within six months.
It is important to note that Grok 2.5 does not use the Apache 2.0 license (which Grok 1 employed). Instead, it is distributed under the Grok 2 Community License, a custom license that diverges from industry-standard open-source frameworks.
According to the terms of this license, the model may only be used for non-commercial and research purposes, unless the user agrees to xAI’s commercial policy. Furthermore, it may not be used to train, create, or enhance any foundation models, large-scale language models, or general-purpose AI systems. Modifications and fine-tuning are permitted, but derivative foundation models are strictly prohibited.
This effectively places significant restrictions on usage. While xAI presents Grok 2.5 as “open source,” the license conditions may limit its practical adoption within the AI industry. Companies interested in leveraging the model would be wise to carefully review the terms before integrating it, since only fine-tuning is allowed, not full-scale retraining.
Another stipulation requires that any deployment of Grok 2 must prominently display the license notice and a “Powered by xAI” attribution in associated materials or user interfaces. Failure to comply could potentially result in legal disputes.
