Recently, the Russian government announced new regulations mandating that all smartphones and tablets sold in the country must come pre-installed with MAX, a state-backed instant messaging application designed to replace WhatsApp and Telegram.
At present, the majority of Russian users rely on Telegram and Meta-owned WhatsApp. However, Moscow has accused these platforms of refusing to cooperate in cases involving fraud and terrorism, leading to restrictions on their calling functions. By contrast, MAX, being a state-supported service, is expected to fully comply with government investigations. To encourage widespread adoption, authorities now require that all smartphones and tablets include the app by default.
The regulation stipulates that beginning September 1, 2025, all smartphones and tablets must ship with MAX pre-installed. This follows an earlier law that required devices sold in Russia to include the domestic app marketplace RuStore, which is already preloaded on some Android devices tailored for the Russian market.
Furthermore, starting January 1, 2026, smart TVs will also be required to include LIME HD TV, an application offering free access to Russian state television channels. At present, this requirement applies only to smart TVs and does not extend to smartphones or tablets.
As for MAX, the app currently has around 18 million users in Russia, compared with 97.3 million for WhatsApp and 90.8 million for Telegram.
Although Telegramβs founder is Russian, the company is headquartered in Dubai, United Arab Emirates, and serves hundreds of millions of users worldwide. Strictly speaking, it cannot be considered a Russian instant messaging platform.
